1. After the specific project services are completed, the overall services shall be executed according to the service requirements standards in the comparison and selection documents, according to the commitments in the service plan in the response document, and according to the specific project contract, and shall be accepted by the purchaser.

2. If the services provided by the winning supplier do not meet the requirements specified in the comparison and selection documents and cause losses to the purchaser, the winning supplier shall bear all responsibility and compensate for the losses caused.

The response quotation is a tax-inclusive price and shall include all costs for completing the project, including but not limited to insurance fees, service fees, labor costs, transportation fees, consulting fees, taxes and other fees, and all other costs related to this project. The purchaser shall not pay any other fees beyond this. Any omission or underreporting caused by the winning supplier's own reasons shall be borne by it, and the purchaser shall not make additional compensation.

After the contract is signed, the winning supplier shall provide the purchaser with a formal invoice for 100% of the total contract amount, and the purchaser shall pay 100% of the total contract amount within 10 working days according to the fund approval process.

The winning supplier shall keep confidential all project contents learned during the execution of this project, and shall not disclose them at will or transfer them to any third party without the purchaser's permission. The winning supplier shall sign a confidentiality agreement with the purchaser when signing the contract. If there is any violation, it shall be handled according to the provisions of the confidentiality agreement. If the circumstances are serious, the purchaser shall have the right to pursue its relevant legal liability.

When the purchaser uses the goods and services provided by the winning supplier within the territory of the People's Republic of China, it shall be free from lawsuits filed by third parties claiming infringement of their patent rights or other intellectual property rights. If a third party raises an infringement claim, the winning supplier shall bear all legal liability and costs arising therefrom.

(1) If the winning supplier, for its own reasons, cannot perform the contract, the services provided do not conform to the provisions of the competitive comparison and selection documents, or it fails to bear insurance liability as agreed, the winning supplier shall refund in full the payments already made by the purchaser, and the winning supplier shall pay the purchaser liquidated damages at 20% of the contract amount. If losses are caused to the purchaser as a result, the winning supplier shall bear all responsibility and compensate for the direct losses, indirect losses, attorney fees, litigation costs and other rights protection costs caused.

(2) If, due to force majeure such as relevant policy adjustments and notices from financial departments, and due to objective reasons, the contract cannot be performed after being concluded and is therefore terminated, the winning supplier shall refund in full the payments already made by the purchaser, and the purchaser shall not bear any responsibility.

(3) Other matters shall be executed in accordance with the Civil Code of the People's Republic of China and the Government Procurement Law of the People's Republic of China.

1. If a supplier has objections to the supplier-specific qualification conditions, technical quality and commercial requirements, evaluation standards and evaluation rules in the procurement documents, it shall promptly raise them with the purchaser or the procurement agency.

2. If a supplier has objections to the award result or bid winning result, it shall submit them in writing to the purchaser (procurement agency) within three calendar days from the date the award pre-announcement is published, and attach relevant supporting materials.

3. The purchaser and the procurement agency shall, within two working days after receiving the supplier's written objection, reply to the objection by means of a supplement.

4. For improper conduct by suppliers such as falsification, malicious bid winning, or failure to perform service commitments after winning the bid, the purchaser has the right to cancel their bid winning qualification or deduct all of the security deposit. In serious cases, they will be directly included in the "list of illegal and dishonest conduct" and publicly exposed.
