1. Project Overview and Procurement Content

1.1 Project Overview: This project is the China Telecom Sichuan Branch 2025 Video Backhaul UAV Procurement Project (Second Time). Estimated scale: 1.31193 million yuan (tax included).

1.2 Procurement Content and Package Division: This project requires the procurement of 54 video backhaul UAVs; for specific content, see "Chapter 5 Technical Standards and Requirements".

★Service Period: one year from the date of contract signing; Delivery Period: delivered to the designated location within 30 days from the date of receiving the order; Warranty Period: one year from the date of issuing the final acceptance certificate.★

★Quality Requirements: Qualified★, meeting the relevant requirements in the technical standards and requirements.

This project is not divided into packages; not divided into shares, with 1 winner.

This project will implement the supplier adverse behavior handling results in accordance with the latest "China Telecom Supplier Adverse Behavior Management Rules". Please focus on the key contents such as the supplier entity to which the handling results apply, the handled products, the handling scope, the prohibition period, and the handling measures. Please be sure to log in to the China Telecom Sunshine Procurement Network (https://caigou.chinatelecom.com.cn) to consult the "China Telecom Supplier Adverse Behavior Management Rules".

1.3 This project sets a maximum response price limit, with a maximum unit price limit of 21,500 yuan/unit (excluding tax),★If a supplier's response quotation is higher than the maximum response price, its response will be rejected.★

2. Supplier Qualification Requirements

★2.1 Supplier Basic Qualification Requirements:★

2.1.1 Entity Qualification: The supplier shall be a legal person legally and financially independent within the territory of the People's Republic of China or another organization registered according to law, operating legally and independent of the purchaser and the procurement agency.

2.1.2 The supplier shall meet the following performance requirements: This project requires the supplier to provide similar sales performance (UAV category) from January 1, 2023 to the date before the publication of this project's inquiry and comparison announcement, with cumulative valid performance amount of no less than 1 million yuan.

2.1.3 This project accepts responses from agents; for agent responses, the video backhaul UAV products of this project only allow the sole manufacturer of the agent to respond, and the manufacturer shall not respond on its own or entrust other suppliers to respond.

2.1.4 This project does not allow subcontracting or division.

2.1.5 This project does not accept consortium responses.

★2.2 The supplier shall not have any of the following circumstances:★

2.2.1 Being an affiliated institution (unit) of the purchaser that does not have independent legal person qualification;

2.2.2 Being suspended or disqualified from bidding/responding according to law;

2.2.3 Being ordered to suspend production or business, or having licenses or permits temporarily withheld or revoked;

2.2.4 Entering liquidation proceedings, or being declared bankrupt, or other circumstances of loss of ability to perform contracts;

2.2.5 Within the most recent three years (36 months before the response deadline), being determined by the relevant industry regulatory department or judicial authority to have obtained the transaction by fraud, serious breach of contract, or major engineering quality or safety issues;

2.2.6 Within the most recent five years (60 months before the response deadline), being convicted of the crime of unit bribery, and the bribery act is related to procurement activities (subject to effective judgments on "China Judgments Online");

2.2.7 Within the most recent five years (60 months before the response deadline), being convicted of the crime of contract fraud (subject to effective judgments on "China Judgments Online");

2.2.8 Being included in the list of dishonest persons subject to enforcement by the Supreme People's Court on the "Credit China" website (www.creditchina.gov.cn) or on credit information sharing platforms at all levels, except where enforcement has been completed or is no longer carried out;

2.2.9 Having provided consulting services for the design, preparation of technical specifications and other documents for this inquiry and comparison project;

2.2.10 Being the relevant supervisor of this engineering project, or having a subordinate relationship or other interest relationship with the relevant supervisor of this engineering project;

2.2.11 Being the construction agent of this project;

2.2.12 Being the procurement agency of this project;

2.2.13 Having the same legal representative as the supervisor, construction agent or procurement agency of this project;

2.2.14 Having a controlling or equity participation relationship with the supervisor, construction agent or procurement agency of this project;

2.2.15 Being included in the list of enterprises with serious illegal and dishonest acts by the administrative department for industry and commerce in the National Enterprise Credit Information Publicity System;

2.2.16 Other circumstances where, in accordance with the handling results of China Telecom supplier misconduct and the implementation rules for the results of the "China Telecom Supplier Misconduct Management Rules", prohibition of procurement handling measures should be applied to the supplier and the categories of its responding products in this project;

2.2.17 Being included in the list of enterprises with network security risk warnings in the telecommunications and internet industry, and the enterprise or the products and services involved in the sanctions are within the sanction period at the deadline for the procurement project (response).

2.2.18 Other circumstances limited by laws, regulations and the inquiry and comparison documents.

★2.3 Supplier controlling and management relationship restriction requirements are as follows: ★

2.3.1 Different units whose person in charge is the same person or that have a controlling or management relationship shall not simultaneously participate in the response to the same package inquiry and comparison in this project or the same inquiry and comparison project without package division;

2.3.2 Where the main management personnel of a supplier (including but not limited to: chairman or executive director, director, supervisor, general manager or equivalent position) hold main management positions (including but not limited to: chairman or executive director, director, supervisor, general manager or equivalent position) in other supplier units participating in this inquiry and comparison project, the two suppliers shall not participate in the response to the same bid section/package or the same inquiry and comparison project without bid section/package division.

2.3.3 Where a branch institution of a legal person that does not have legal person qualification participates in the inquiry and comparison response, it shall have valid authorization from the legal person for this project or for business matters covering this project。

3. Qualification Review Method

This project will conduct post-qualification review. The qualification review standards and content are set out in Chapter 3 "Evaluation Method" of the inquiry and comparison documents. Any supplier that fails the post-qualification review will have its response rejected.

4. Acquisition of Inquiry Documents

5. Submission of response documents

5.1 Response document submission deadline (i.e., response deadline):August 22, 2025 09:30。

5.2 Method for submitting electronic response documents: after logging into the "China Telecom Sunshine Procurement Network (https://caigou.chinatelecom.com.cn)", through the "Bidding - My Projects" module or through the "Electronic Procurement Entry" to jump to the China Telecom Electronic Procurement System, select this project to submit the response documents. Suppliers shall complete the upload of encrypted electronic response documents through the electronic procurement system before the deadline for submission of response documents. If a supplier has not registered to apply for the inquiry and comparison documents in the electronic procurement system or the electronic response documents are not encrypted as required, the electronic response documents cannot be submitted through the electronic procurement system.

5.3 This project will open the response documents through the China Telecom Electronic Procurement System at the same time as the response document submission deadline. The purchaser/procurement agency invites the legal representative of the responding supplier or its entrusted agent to attend on time.

5.4 The response document opening meeting adopts a remote online mode. Responding suppliers shall log in to the China Telecom Electronic Procurement System and join the online meeting room designated by the purchaser/procurement agency before the deadline for submission of response documents.
