This project implements electronic procurement. The electronic transaction system used is: the project electronic transaction system of the Sichuan Provincial Government Procurement Integrated Platform (hereinafter referred to as the "project electronic transaction system"). Login method and address: through the homepage of the "Sichuan Government Procurement Network" (www.ccgp-sichuan.gov.cn), suppliers log in to the Sichuan Provincial Government Procurement Integrated Platform and enter the project electronic transaction system. Suppliers shall participate in this electronic procurement activity in accordance with the following requirements.
(1) Suppliers shall check the corresponding system operation guide on the Sichuan Government Procurement Network - Service Guide, and strictly conduct system operations in accordance with the requirements of the operation guide. Before logging in and using the procurement integrated platform, suppliers shall complete supplier registration and information improvement as required, and join the supplier database of the procurement integrated platform.
(2) Suppliers shall use digital certificates and seals included in the mutual recognition scope of digital certificates on the National Public Resource Trading Platform (Sichuan Province) (hereinafter referred to as "mutually recognized certificates and seals") to conduct system operations. All operations and data transmission conducted by suppliers logging into the procurement integrated platform using mutually recognized certificates and seals, as well as electronic data produced and exchanged during the procurement process confirmed by affixing electronic seals, are the supplier's true expression of intent, and the supplier shall bear legal responsibility for its system operation behavior and matters confirmed by electronic seal.
Suppliers that have already obtained mutually recognized certificates and seals may, after verification of the validity of the mutually recognized certificates and seals, proceed with identity information binding, permission settings, and system operations in accordance with system operation requirements; suppliers that have not obtained mutually recognized certificates and seals shall, after obtaining mutually recognized certificates and seals as required and verifying their validity, proceed with identity information binding, permission settings, and system operations in accordance with system operation requirements. For the handling and verification of mutually recognized certificates and seals, please refer to the Sichuan Government Procurement Network - Service Guide.
Suppliers shall strengthen the daily verification and proper safekeeping of mutually recognized certificates and seals to ensure that the mutually recognized certificates and seals can be used normally during participation in procurement activities; suppliers shall strictly manage the internal authorization of mutually recognized certificates and seals to prevent unauthorized operations.
(3) Suppliers shall prepare by themselves the computer terminals, software and hardware, and network environment required for electronic procurement, and bear the adverse consequences arising from inadequate preparation.
