This project is the Sanmenxia High-end Intelligent Equipment (Low-Altitude Economy) Industrial Park Project. The construction site is located in the Sanmenxia City Urban-Rural Integration Demonstration Zone, bordering Jing 4th Road to the east, Wei 6th Road to the south, Binhe Road to the west, and Wei 5th Road to the north; the total planned area of the project is approximately 75 mu, and the total planned building area is approximately 88,000 square meters. It mainly includes 1 R&D center and exhibition hall, 6 multi-story standardized factory buildings, and supporting facilities such as water, electricity, and roads;

7. Bidding scope:

The survey, design, procurement, engineering general contracting, and coordination services during project implementation for this project, including but not limited to construction drawing design, equipment procurement, engineering construction, engineering completion acceptance, handover, delivery for use, compilation and archiving of engineering materials, coordination for handling administrative approvals related to engineering construction and other services, and defect repair and warranty work within the engineering warranty period.

8.1 Survey and design quality requirements: comply with relevant current national, industry, and local laws and regulations, design specifications, and technical standards

8.2 Construction quality requirements: comply with national quality acceptance filing standards

8.3 Procurement quality requirements: comply with relevant national specifications and standards, have good performance, and meet the requirements of the tenderee

III. Bidder qualification requirements:

3.1 Enterprise requirements:

3.1.1 The bidder must have a valid business license or a valid public institution registration certificate; if it is a consortium, all members of the consortium shall have a valid business license or a valid public institution registration certificate (the original scanned copies of the above certificates must be attached in the bid documents and stamped with the unit's electronic seal).

3.2 Qualification Requirements:

(1) Survey qualification requirements: Have the engineering survey professional category (geotechnical engineering (survey)) Grade II or above qualification issued by the construction administrative department, or comprehensive survey qualification;

(2) Design qualification requirements: Have the construction industry (construction engineering) Grade II or above qualification issued by the construction administrative department, or comprehensive engineering design Grade A qualification.

(3) Construction qualification requirements: Possess the construction engineering general contracting Grade I or above qualification issued by the construction administrative department, have a valid safety production license, and have corresponding capabilities in terms of personnel, equipment, funds, etc.

3.3 Project personnel staffing requirements

(1) Survey responsible person: Must have registered geotechnical engineer qualification, provide labor contract;

(2) Design responsible person: Must have Grade I registered architect qualification, intermediate engineer or above professional title certificate, provide labor contract;

????(3) Construction project manager: Must have a construction engineering professional Grade I constructor registration certificate and have obtained a Class B safety production assessment qualification certificate (within the validity period), provide labor contract, and at the same time the project manager proposed to be assigned to this project must not have any ongoing construction projects; (provide a letter of commitment);

????(4) Construction technical responsible person: Must have an engineering professional senior or above professional title certificate, and provide a labor contract at the same time;

????3.4 Financial requirements: Good financial condition in recent years, not in a state of financial receivership, freezing, or bankruptcy. Must provide the annual financial audit report audited by an accounting firm or audit institution for 2023 or 2024, or the annual financial statements. Newly established enterprises shall count from the date of establishment; enterprises established less than one year may provide financial statements since establishment. (If bidding as a consortium, all consortium members must provide);

????3.5 The bidder shall provide a screenshot of the query results from the China Judgments Online website or a letter of commitment self-issued by the enterprise stating no bribery crimes; the query targets are "enterprise, legal representative, survey responsible person/design responsible person/project manager/technical responsible person"; (If bidding as a consortium, all consortium members must provide);

????3.6 The bidder shall self-issue a letter of commitment that the unit has no commercial bribery and no unfair competition behavior; (If bidding as a consortium, all consortium members must provide);

????3.8 This project accepts consortium bidding;

????Consortium requirements:

(1) Those participating as a consortium shall submit a consortium agreement and specify the lead party and the work and responsibilities each party intends to undertake, and promise that once they become a consortium, all parties will bear joint and several liability to the tenderee;

(2) A consortium shall be composed of at most 2 units; for a consortium bid, the unit with construction qualification shall be the consortium lead party;

(3) The qualifications of the consortium lead party and consortium members must respectively meet the corresponding qualification conditions;

(4) After all parties of the consortium sign the consortium agreement, they shall no longer bid separately in their own names, nor form a new consortium or participate in other consortia to bid in the same project.

(5) When obtaining the tender documents, they shall be obtained in the name of the consortium lead party, and the bid documents shall be submitted in the name of the consortium lead party; if submitting the deposit, it shall be submitted in the name of the consortium lead party, which is binding on all parties of the consortium;
