| 1. Open bidding is a public competitive procurement method adopted by Chifeng Jintong Copper Industry to standardize independent procurement management and promote transparent operations, and is only applicable to materials for daily production and operation of the enterprise as well as the procurement of some materials that do not meet bidding conditions. | ||||||||
| 2. Jintong Copper Industry bidding opening is conducted under the full supervision of the Discipline Inspection Commission. Bidders may go to the site to observe the bid opening process and receive answers to questions. | ||||||||
| 3. The winning result is only directly notified to the winning bidder, and the winning announcement is published on the official website of Chifeng Jintong Copper Industry. Bidders who have objections to the winning result may submit a written objection to the bid acceptance party Jintong Copper Industry Discipline Inspection Commission. | ||||||||
| 4. After winning the bid, the bidder shall promptly sign and perform the contract; if there is a breach, it shall be handled in accordance with the Jintong Company Blacklist Management System. | ||||||||
| 5. Where a performance bond needs to be collected, the winning bidder shall pay the performance bond as required within five working days after receiving the winning notice. | Bidding requirements: 1) The quotation sheet must be a PDF file stamped with an official seal and submitted as an email attachment. Other editable format files are not accepted, and the content shall be clear and legible; 2) The content format in the email subject line must be: "Deadline **Year**Month**Day" + "Bidding number" + "Quotation unit abbreviation"; 3) The bidder's quotation letter and other materials must be scanned into one file as an email attachment, and the attachment name format must be: "Bidding number" and "Quotation unit abbreviation"; 4) For the same bidding content, bidders are only allowed to send one bidding email. | II. Relevant Requirements | ||||||||
| 1. Bidder qualification requirements: Bidders shall be professional manufacturers or distributors with general taxpayer qualification and independent legal person qualification, and have no poor contract performance records or breach history. Before quoting, the quoter must confirm the technical requirements with each user unit. The products supplied shall ensure complete interchangeability or identity with the spare parts of the equipment in use on site. After quoting, it shall be deemed as fully meeting the user unit's requirements, and the corresponding responsibility shall be borne. | ||||||||
| 2. Bidder quotation and delivery method: The quotation includes 13% VAT, free delivery to the Jintong Copper Industry site in Malin Copper Industry Park, Yuanbaoshan District, Chifeng City. | ||||||||
| 3. Packaging and transportation requirements: Packaging is suitable for the transportation, loading and unloading of the goods in this competitive negotiation. Free transportation, packaging materials are not recycled. | ||||||||
| 4. Payment method: Bank transfer or bank acceptance. After arrival and acceptance without error, 90% of the payment shall be paid within 2 months against the full 13% VAT invoice, and 10% quality guarantee deposit (12 months) shall be paid if there is no quality complaint. | ||||||||
| 5. Performance bond: None. | ||||||||
| 6. Quality guarantee period and quality guarantee deposit: The quality guarantee period of the goods under this contract is 12 months from the date the goods are put into use. The quality guarantee deposit is 10% of the total contract price. This quality guarantee deposit shall be paid by the buyer to the seller after the quality guarantee period expires. | ||||||||
| 7. When bidding, the specifications, models, technical parameters and quality technical standards of the quoted products shall be described completely. If there is any deviation from this inquiry sheet, the deviation shall be described when bidding, and the reason for the deviation and whether it is a complete replacement shall be clarified. Other deviations shall be explained in the quotation sheet. | ||||||||
| 8. For the main components related to product price and quality, information such as the material and specifications of the raw materials shall be indicated. When necessary, the supply scope of components and assemblies shall be indicated. | ||||||||
| 9. For competitive negotiation with a designated brand, please quote according to the designated brand or an equivalent or higher brand and indicate the brand in the quotation sheet; for non-designated brands, the bidder must indicate the brand (or manufacturer) of the product to be supplied. | ||||||||
| 10. Bid validity period: Within 10 days from the bid deadline, under the same price level, shorter delivery time is preferred. | ||||||||
| 11. One quotation sheet, one Power of Attorney of Legal Representative, and one business license each shall be provided. Failure to respond to the payment method and technical solution may result in the bid quotation being rejected. | ||||||||
