II. Qualification requirements of applicants:

1. Suppliers must meet the following conditions;

① Have the ability to independently bear civil liability, and provide a valid business license or other relevant supporting materials;

② Have good business reputation and a sound financial accounting system (provide a commitment, format attached);

③ Have the equipment and professional technical capabilities necessary to perform the contract (provide a commitment, format attached);

④ Have a good record of paying taxes and social security funds in accordance with the law (provide a commitment, format attached);

⑤ Within the three years prior to participating in government procurement activities, there are no major illegal records in business activities (provide a commitment, format attached);

3. Specific qualification requirements for this project:

① If a supplier is a branch institution of a bank, petroleum, petrochemical, insurance, telecommunications or other industry participating in bidding, the legal entity that established the branch institution must issue a letter of commitment to bear civil capacity for the branch institution's bidding and its performance of the contract, but one legal entity may issue such letter of commitment for only one of its branch institutions to participate in bidding (provide a commitment, format attached).

② Reputation requirements: According to the provisions of the Ministry of Finance document Cai Ku [2016] No. 125, "suppliers listed as judgment debtors for dishonesty, major tax violation dishonest entities, or in the record list of serious illegal and dishonest acts in government procurement shall not participate in government procurement activities" (suppliers shall make a commitment on this and be responsible for the authenticity of the commitment letter; suppliers providing false commitments shall bear all responsibility).

③ Different bidders whose person in charge is the same person or that have a direct controlling or management relationship shall not participate in government procurement activities for the same project (provide a commitment letter, format attached).
