Jinan's low-altitude economy industry development welcomes new forces. Recently, Jinan Zhangqiu District Quanyu Low-Altitude Industry Co., Ltd. was officially established, with a registered capital of 10 million yuan, wholly controlled by Shandong Longshan Industrial Development Investment Group Co., Ltd. (referred to as "Longshan Industrial Development Group").

Qichacha shows that the shareholder of Longshan Industrial Development Group is the Zhangqiu District Finance Bureau. The business scope of Quanyu Low-Altitude Industry Co., Ltd. covers general aviation services; production of civil aircraft (engines, propellers); civil aircraft maintenance; design and production of civil aircraft parts; civil aircraft pilot training; commercial non-transport, private large aircraft operator, aircraft escrow operator operating business; flight training; civil airport operation; civil aviation maintenance personnel training, etc.

In the 2025 Jinan Municipal Government Work Report, it was mentioned to cultivate and strengthen future industries. Seize the high ground of the low-altitude economy, focus on introducing leading enterprises in the industrial drone chain and commercial application enterprises, and accelerate the construction of a smart green low-altitude infrastructure network.

Currently, in terms of infrastructure, Jinan has 4 general airports and 2 heliports. The previously released "Jinan Low-Altitude Economy High-Quality Development Implementation Plan" clearly states that by 2027, more than 200 enterprises related to the low-altitude industry chain will be introduced and cultivated, with an industry scale reaching 20 billion yuan; 300 various take-off and landing facilities will be built; more than 100 low-altitude routes will be opened, and commercial flights will achieve breakthrough progress, etc.

On October 1 last year, Jinan Low-Altitude Economy Development Group, funded and established by Jinan Energy Group, completed industrial and commercial registration. The company strives to introduce aircraft complete machine production lines to land in Jinan, and at the same time actively introduces domestic and foreign aviation manufacturing enterprises to form an aviation manufacturing clustering effect and fill the gap in Jinan's aviation complete machine manufacturing.

Regarded as a "trillion-yuan blue ocean," the low-altitude economy has become a popular industry that various places are scrambling to layout in recent years. Nationwide, in 2023, the number of newly registered enterprises related to China's low-altitude economy increased by 36.6% year-on-year; in 2024, the number of newly registered enterprises related to China's low-altitude economy increased by 14.3% year-on-year.

Qichacha data shows that China currently has 76,000 enterprises related to the low-altitude economy. As of January 2025, Shandong has a total of 6,004 existing enterprises related to the low-altitude economy, ranking second among all regions in the country.

In November 2024, Shandong Province released the "Shandong Province Low-Altitude Economy High-Quality Development Three-Year Action Plan (2025-2027)," in which, in the province's top-level layout, the two cities of Jinan and Qingdao were entrusted with heavy responsibilities.
