In recent years, along with the in-depth advancement of our country's low-altitude airspace management reform, the general aviation industry has developed rapidly, and the low-altitude economy has shown huge development potential.

"At present, although our country's low-altitude economy has development potential, it still faces four key issues." National People's Congress Deputy, China Telecom Corporation Limited Fuzhou Branch "Zong Qiang Team" Team Leader Zong Qiang said, "First is that airspace management needs to be optimized; second is that infrastructure is weak; third is that industrial development is limited; fourth is that application scenarios are insufficient."

Zong Qiang emphasized that the low-altitude economy, as an economic form relying on low-altitude airspace, led by the general aviation industry, and covering multiple fields such as aircraft research and development and manufacturing, low-altitude flight, support services, and comprehensive applications, is of great significance to our country's economic and social development.

He called for optimizing airspace management and policies and regulations, improving airspace planning and dynamic management, using advanced technologies such as big data and artificial intelligence to precisely delineate low-altitude airspace, and implementing classified management according to different flight needs and airspace characteristics; improving the policy and regulatory system, accelerating the revision of the "Basic Rules of Flight of the People's Republic of China", and promptly issuing supporting regulations such as the regulations on the management of the use of low-altitude airspace; strengthening policy coordination and guidance, establishing a cross-departmental coordination mechanism, and promoting coordinated cooperation among departments such as airspace management, transportation, and finance.

Zong Qiang also proposed strengthening the construction of low-altitude economy infrastructure and service support, scientifically laying out general aviation airports, accelerating the construction of a number of fully functional and reasonably laid out general aviation airports, and improving the general aviation network; enhancing flight service support capabilities, increasing investment in the construction of low-altitude flight service stations, and equipping professional service teams and advanced equipment and facilities; advancing the construction of communication, navigation, and surveillance facilities, adopting advanced communication, navigation, and surveillance technologies, and building a comprehensive and reliably performing low-altitude communication, navigation, and surveillance system to achieve all-weather, all-time effective monitoring of low-altitude airspace and ensure flight safety.

Speaking of the cultivation of the low-altitude economy industry, Zong Qiang called for further cultivating and strengthening low-altitude economy industry entities, issuing special support policies, encouraging social capital to invest in the general aviation industry, cultivating a number of large general aviation enterprises with international competitiveness, and promoting the large-scale and intensive development of the industry. He also called for encouraging general aviation enterprises to "go global", encouraging enterprises to participate in international competition, and through cooperation and competition with internationally advanced enterprises, enhancing their own technical level and management capabilities and strengthening international competitiveness.
