Introduction

On February 14, the China Low-Altitude Economy Alliance held the "National Low-Altitude Transportation One Network" project demonstration meeting and officially launched the project. According to the introduction, the project aims to achieve as quickly as possible the unification of standards for low-altitude transportation network command platforms and a number of ground flight service facilities across the country, forming a national low-altitude transportation "one network," and providing strong support for the construction of low-altitude transportation networks in various regions.

More than 30 member enterprise leaders and relevant civil aviation experts, including Civil Aviation Data Communication, Civil Aviation Flight University of China, Jiuzhou Air Traffic Control, ZTE, Qianxun Location, Chaotu Software, Aerospace Hongtu, and Dayou Space-Time, attended the demonstration meeting.

Luo Jun, Executive Chairman of the China Low-Altitude Economy Alliance, told a Securities Times reporter that because low-altitude meteorological conditions are complex, wind shear, strong convection, and heavy precipitation will all have a serious impact on airspace management. Meteorology, communications, intelligence, and surveillance, as the four core elements of air management, are completely different from high-altitude airspace management and require new management rules, standards, and interfaces to be formulated; it is a comprehensive systems engineering effort.

"If there is no complete air traffic command network platform and a number of ground flight service platforms to provide effective flight guarantees for the low-altitude economy, our low-altitude economy will not be able to take shape, and our drones, eVTOL and other aviation aircraft will also be unable to achieve routine flight," Luo Jun said.

Luo Jun said that at present many places are building their own air traffic networks. Because there are no unified standards and interfaces, quality varies greatly, and in the future the air traffic networks of different cities may be unable to achieve interconnection, just like new energy vehicles ten years ago, when the charging pile interfaces of every manufacturer were different, ultimately causing huge waste. Launching the "National Low-Altitude Transportation One Network" is precisely to avoid low-level redundant construction, provide timely guidance from the professional perspective of the industry, plan scientifically, take fewer detours, and achieve high-level layout.

AVIC Securities believes that the low-altitude navigation system is a prerequisite for the low-altitude economy to take off, be well managed, and release industrial vitality. At present, urban air traffic control information systems, airspace management auxiliary systems, flight service station systems, urban three-dimensional transportation networks, etc. are scattered across different fields such as aviation and communications, making integration relatively difficult. At the same time, our country lacks effective network information infrastructure to support low-altitude perception, detection, and communication. The existing perception and detection infrastructure and low-altitude communication have poor results, slow speeds, small scale, and inefficient management, affecting the high-quality development of the low-altitude economy. The current construction of information infrastructure is still insufficient to meet future large-scale low-altitude scenario use; at the same time, demand standards for various types of infrastructure have not yet been uniformly issued, and the synchronized advancement of information infrastructure is one of the important nodes in the large-scale advancement of the low-altitude economy industry.

2024 is widely recognized as the inaugural year for low-altitude economy development, and the low-altitude industry chain has entered a stage of rapid development. The industry generally believes that this year the state will clarify the positioning and development plan of the low-altitude economy from the top-level design, and improve relevant regulatory details, while accelerating the construction of air-ground infrastructure, flight service platforms, etc., laying a solid foundation for the high-quality development of the low-altitude industry.

Entering 2025, various places continue to seize this new track, striving to become the "vanguard" of the low-altitude economy.

Low-altitude industry development funds named after localities are being established one after another. For example, on February 12, the Jiangsu Provincial Strategic Emerging Industries Mother Fund 2025 Spring First Meeting was successfully held. At the meeting site, the Jiangsu Wuxi Low-Altitude Economy and Aerospace Industry Special Mother Fund (tentative name) with a scale of 2 billion yuan was successfully signed. The fund will combine Wuxi's industrial advantages and invest around the layout of new quality productive forces. It will focus on the low-altitude economy, commercial aerospace, and the aircraft supporting industrial chain, covering complete machine manufacturing, flight control, composite materials, sensors, battery systems, aero engines, rocket engines, complete satellites, and other fields, as well as new quality productive forces industries on the industrial chain such as design, manufacturing, equipment, materials, and system integration.

Low-altitude economy companies led by various local state-owned assets are also emerging like bamboo shoots after rain. Not long ago, the Planning and Development Division of the Guangzhou Municipal State-owned Assets Supervision and Administration Commission released news stating that the Guangzhou Municipal State-owned Assets Supervision and Administration Commission and the Guangzhou Municipal Development and Reform Commission recently guided relevant municipal enterprises to form a state-owned consortium to initiate the establishment of Guangzhou Low-Altitude Economy Industry Development Company (tentative). The company will play the main role in the low-altitude economy industrial chain, coordinate with municipal state-owned enterprises to give full play to their respective industrial advantages and resource endowments, accelerate the promotion of low-altitude economy industrial cluster development, and cultivate and develop new quality productive forces.

Entering 2025, investment and financing in the low-altitude economy field remain active. According to incomplete statistics by the reporter, as of February 7, 15 financing events have occurred in the domestic low-altitude economy field in 2025, including 5 financings at the hundred-million-yuan level.

According to estimates by CCID Consulting, the scale of our country's low-altitude economy in 2024 is expected to reach 670.25 billion yuan, and is expected to reach 859.17 billion yuan in 2025, with an optimistic estimate of exceeding one trillion yuan by 2026.
